Philadelphia City Institute (PCI), a largely free library, was founded in 1852, predating the Free Library of Philadelphia (1891). It started at 18th and Chestnut Sts., moved to South 19th Street, and then to 1905 Locust Street in 1944, when it joined the Free Library of Philadelphia system.
