According to an article by Thom Nickels in the Spirit Community Newspapers, 1/15/14, at p. 2, about Philly's City Hall: In 1921, the Philadelphia Police Department recommended lights on the tower to monitor traffic flows. This experiment pleased some when it was initiated several years later, but may on the road could not see the lights. In 1924, a 30-inch, 350-million candle power spotlight from General Electric was put into the north side of the tower, below the clock. The purpose of the floodlight was to catch thieves who might be running on North or South Broad Street.

Comments : I recall an article in Philadelphia Magazine, maybe 25-30 years ago, on secrets of City Hall, and one was that there were blind wild cats living in subbasements below the building. The tale was that the cats were usually in the dark and because of that became at least nearly blind after several generations. I find this implausible. Does anyone have any information on this story?

Comments : Today's Philadelphia Inquirer, at pp. B1, 5, addresses why the top of the City Hall tower is a different hue than the rest of the building. Turns out, it is of a different material and care was not given in matching the paint.

Comments : This Website says that Billy Penn is the highest statue on a building in the world: http://6abc.com/entertainment/hidden-philadelphia-billy-penns-hat/2062819/. I used to hear of people believing that you could walk around the hat of Billy Penn, which is way too small. I once remembered it that way. There have been articles that say that probably, when we went up as kids to the base of the feet, we did not realize we were not on the brim of the hat.
